Below and here is our recent testimony on Foundation Aid.
We point out how over the past 24 years, the DOE has repeatedly supplanted of state aid meant for class size reduction , and caution that creating any dedicated funding stream for that purpose for NYC as part of the Foundation Aid formula needs to include state strict oversight as well as a workable, multi-plan from the DOE on how they would use these funds appropriately to comply with the class size law.
We also point out our DOE’s increased spending on charter schools and charter school rent, has increased sharply over time, and needs far more oversight to prevent against waste and self-dealing.
