Gov. Hochul signing statement of class size bill

On June 2, 2022 the Legislature overwhelming passed S9460/ A10498 by a vote of 59-4 in the Senate and 147-2 in the Assembly. The bill requires that NYC implement a five-year class size reduction plan, to be phased in over five years, beginning in the fall of 2022. On Sept. 8, 2022, Gov. Kathy Hochul signed the bill into law, with an agreement of the legislature that the bill will be amended starting the five-year phase-in period Sept. 2023 instead, of Sept. 2022, with confirmation that the DOE has achieved these goals by Sept. 2028.

Gov. Hochul’s signing statement is below. The Legislature will have to vote to approve the amended version of the bill when they reconvene in January, however the planning for this should begin now.
